The Pakistan Telecommunication Authority (PTA) has resumed registering Virtual Private Network (VPN) service providers, allowing companies to obtain class licenses for data services, with fees ranging from Rs 100,000 to Rs 300,000.

This initiative aims to bring VPN providers under regulatory control and ensure compliance with Pakistan’s data protection laws.

According to PTA, the new licensing system requires providers to operate with locally registered data centers and follow domestic regulations. This step is meant to improve cybersecurity by giving the authority access to user data and browsing history, which helps in detecting and tracking cyberattacks more effectively.

The decision follows discussions with stakeholders, including the Pakistan Software Houses Association (P@SHA), which had formally requested the registration process to simplify operations.

PTA mentioned, “VPN service providers must obtain a Class License for Data (Data Services) to offer VPN and related services.”

Previously, PTA issued licenses mainly for internet, cellular services, and vehicle trackers, but now has introduced a new category for VPN providers.

This move is expected to reduce dependence on foreign VPN providers by encouraging local companies to offer proxy services within Pakistan’s regulatory framework.

Documents available on PTA’s website outline the licensing terms, including requirements for the prompt submission of technical, regulatory, or financial information to the PTA. Existing VPN service providers will also need to comply with these terms.
